Letter: but who did it?

I was very interested in the article on the car parking cases (Journal, June 2017, 26). However it failed to cover the tricky problem of how to identify the user of the errant vehicle without access to the Police National Computer and without the ability to clamp the vehicle. If the user ignores notices placed on the vehicle, you do not know who to sue.
