Fiona Govan
Fiona is one of the Scottish Criminal Cases Review Commission’s senior legal officers with responsibility for research, training and development and stakeholder engagement. She joined the Commission in 2007 and highlights of her time with the Commission were the referrals in the cases of Jennifer Liehne, Alexander Reid and James Kinsella. She was involved also in the Flynn/ Christenson referrals (a sentencing point in relation to life sentence prisoners sentenced before “punishment parts” were set), the Cadder referrals and the s3ZB (of the Road Traffic Act 1988) referrals following the Commission’s successful reference in the case of Duncan Stewart. Before joining the Commission Fiona held a compliance and investigation role at the Scottish Legal Aid Board. Fiona is also an Independent Prison Monitor and sits on the advisory group of SOLD (Supporting Offenders with Learning Disabilities.
