Offensive Behaviour Repeal Bill goes out to views
Holyrood’s Justice Committee has issued its call for evidence as it begins scrutiny of the Offensive Behaviour at Football and Threatening Communications (Repeal) (Scotland) Bill.
The member's billl was introduced by James Kelly MSP last week. It would repeal the Offensive Behaviour at Football and Threatening Communications (Scotland) Act 2012 in its entirety. Mr Kelly believes the Act to be flawed on several levels, including its “illiberal” nature, its perceived failure to tackle sectarianism, and his view that other legislation and common law offences already exist, to address the issues it was intended to cover with the two new offences it introduces.
Questions posed by the committee in its call for evidence are designed to explore these issues further.
