Tougher scrap metal dealer controls in force from today
Strict new controls on dealings in scrap metal come into force today (1 September), in an attempt to make it more difficult for metal thieves to convert their takings into cash.
Provisions in the Air Weapons and Licensing (Scotland) Act 2015, ss 66-73, extend the definition of dealer, tighten record keeping arrangements and require proper identification of customers. They also increase penalties for licensing offences and create a power that will enable the creation of a register of metal dealers and itinerant metal dealers.
Exemption warrants have been withdrawn, and cash payments for scrap metal are now prohibited.
