Three reappointed to SCCRC
The reappointments of the chair and two other members of the Scottish Criminal Cases Review Commission have been confirmed by Justice Secretary Humza Yousaf.
Bill Matthews, as chair, solicitor member Raymond McMenamin and non-lawyer member Elaine Noad will serve a further four years, from 1 January 2021 to 31 December 2024.
Among other appointments Mr Matthews is currently also a member of the board of the Independent Office for Police Conduct in England & Wales, and the Scottish member of the British Transport Police Authority; Ms Noad has served on the Scottish Solicitors’ Disciplinary Tribunal, the Parole Board, and the Mental Welfare Commission for Scotland.
Mr McMenamin trained in the Crown Office and worked as a procurator fiscal depute before moving to private practice, where he specialised in criminal defence for over 30 years. He admitted as a solicitor advocate in 2000, and retired from practice in 2018. He continues to sit as a part time sheriff.
Commission members are expected to serve four days per month.
